2009 is the Centenial Year of Cadet Instructors Cadre.
The Corps of School Cadet Instructors (Militia) was authorized on May 1, 1909. The Corps was composed of qualifed male public school teachers who would supervise and train cadets in high schools, colleges, and normal schools. The Corps was disbanded and reorganized 12 years later. On January 1, 1924, the designation was changed to The Cadet Servies of Canada (Non-Permanent Militia). This was later changed to the Cadet Services of Canada (CSofC), which ceased to exist in 1968 with unification of the Canadian Forces. Sea and Air officers joined with the Army to form the Cadet Instructors List (CIL). In 1994, the name was changed to the Cadet Instructors Cadre (CIC)
Events are planned by the Cadet Instructor Cadre Branch Advisory Council that has created regional committees to promote the Centennial Year of the Branch and the work of its members.
National Activities
On May 1 There was a national ceremony on the concourse at National Defence Headquarters where the Minister of National Defence and the Cheif of the Defence Staff signed a proclamation of Cadet Instructor Cadre Centennial and unvieled a Cadet Instructors Cadre Camp Flag. The first ever Cadet Instructor Cadre "Life Time Acheivement Awards were presented on the same occasion. On May 2 there was a national mess dinner at the Chateau Laurier.
CDS Proclamation
- “WHEREAS Canada and its youth have been well served by the Cadet Organizations since 1879,
- AND WHEREAS, the Cadet Instructors Cadre, responsible for the administration, training and supervision of these cadets have diligently carried out their responsibilities in a highly professional manner,
- AND WHEREAS, the Cadet Instructors Cadre predecessor under the Militia Act (1909) was first established on May 1, 1909,
- THEREFORE, BE IT RESOLVED that the year 2009 shall be designated the 100th Anniversary Year of the Cadet Instructors Cadre in Canada,
- AND THEREFORE, Canadians are encouraged to commemorate this historic occasion by conducting celebrations from sea to sea to sea. [1]
CIC Motto
In 2008 in preparation for the Centennial Year there was a competition to create a motto for the CIC. The selected submission came from Captain Tim Challen, Training Officer of 637 Royal Canadian Air Cadet "Arrow" Squadron of Burnaby, B.C. Illuminate Viam which means Illuminate the Way.
CIC Branch Flag
The CIC Branch flag was unvieled on May 1 by the Mininster of National Defence, the Honourable Peter Gordon MacKay, P.C., Q.C., B.A., LL.B., M.P., and the Chief of Defence Staff, General Walter J. Natynczyk, C.M.M., M.S.C., C.D.
The CIC Branch Flag is comprised of the sea, land, and air elemental colours, behind a centred Branch badge. The gold trim is representative of the cadets whom the officers of the Cadet Instructors Cadre train, supervise, and administer and who are the primary focus. Cadets are the common element that binds the three elements within the branch.
Colonel Commandant
On May 21, 2009 the Minister of National Defence appointed retired Major General Paul Hussey OMM CD as the first Colonel Commandant for the Cadet Instructors Cadre Branch. He served as Director General Reserves and Cadets from 2000 to 2004 and on promotion to Maj.-Gen. in 2004 was appointed Commander of the Canadian Defence Academy in Kingston, Ont.
Eastern Region Activities
- Season 1 - Winter activities, held at HMCS QUÉBEC;
- Season 2 - Ceremonies
- BOQ and LTQ Graduation parade on the grounds of the Québec City Armoury presided by the General Commander of Land Forces Quebec Region; and
- Ceremony presided over by His Honour the Honourable Pierre Duchesne, Lieutenant Governor of Québec in the Legislative Council Chamber of the Parliament of Québec.
- Season 3 - Cadet Summer Training Centre - Each Cadet Summer Training Centre will organise a get-together for CIC officers who live nearby, or have been employed in the past.
- Season 4 - The regional League Annual Meetings with the Cadet Corps Commanding Officers meeting will be held near Québec City.
Declaration of the Lieutenant Governor of Québec
- WHEREAS the association which preceded creation by the first cadet corps in Quebec was founded on 6 December 1861;
- WHEREAS the Cadet Instructors Cadre (CIC) has the role to administer, to instruct and to supervise the cadets;
- WHEREAS the Royal Canadian Sea Cadets, Royal Canadian Army Cadets and Royal Canadian Air Cadets render proud services to Québécois youth and their community;
- WHEREAS the organisation which constitutes today the CIC was established on 1 May 1909 under the terms of the Law on the Militia;
- WHEREAS 2009 were indicated as the year of the hundredth anniversary of the CIC;
- CONSQUENTLY, in this year of their centenary, we honour the officers with the Cadet Instructors Cadre, old and current, for their exceptional devotion, their abnegation and extraordinary professionalism with which they achieved and continue to achieve their mission;
- AND CONSQUENTLY we recognize the tangible contribution of the CIC to the greater betterment and blooming of the youth of Quebec.

During the celebrations within the Eastern Region, the following officers and former officers had been honoured in different degrees for their work within the CIC. They are:

Summer Activities
Each Cadet Summer Training Centre in the Eastern Region had planned an evening for CIC officers that have worked on the Training Centre and/or CIC officers who live nearby. HMCS QUÉBEC had their evening on 25 July. It began with a happy hour get together, with a dinner afterwards, honourable mentions to officers that have served onboard HMCS QUÉBEC for over 5 summers as a CIC officer, the CIC Builder certifate given to Commander Gaston Girard, CD (Ret'd) for his service to the Cadet Programme and the CIC. The evening ended with a party.
Pacific Region Activities
- February Mess Dinner Vancouver B.C., Rear Admiral Tyrone Pile CMM, CD, Commander Maritime Forces Pacific as the Guest of Honour.
- Muncipal Government recognition of the members of the Canadian Forces Cadet Instructor Cadre in communities throughout the province.
- June Northern Zone Mess Dinner in Ft. St.John, Cmdr. Rod Hughes, Commanding Officer Regional Cadet Support Unit (Pacific) Guest of Honour.
- September 19 Parade at the B.C. Legislature Grounds His Honour the Lt.-Gov. Steven Point and Rear Admiral Tyrone Pile, Commander Maritime Forces Pacific, both of whom were Royal Canadian Air Cadets in their youth signed a proclamation and the Cadet Instructor Cadre Branch Flag was hoisted and flown at the Legislature for the weekend. The day time event was followed by a dinner at B.C. Government House hosted by the Vice Regal couple.

Overseas
Kandahar Airfield, Afghanistan
The Cadet Instructors Cadre is a Branch of the Canadian Forces which is not deployed on operations. Several members of the CIC have taken leaves of absence, however, to work as civilian employees under contract to companies in and around Afghanistan.
In May 2009, in the spirit of Branch pride, Cadet-World sent CIC Centennial baseball caps and a Branch flag to the two known CIC officers at the Kandahar Airfield. Though they were there as civilians, Cadet-World wanted to ensure that they still felt that they were part of the regimental family.
