In regards to this question, theoretically, if there was an army cadet that earned the MGen Howard medal, and transferred to a different element, would that cadet be able to wear his medal with his new uniform?

Any cadet medal earned can be worn by a cadet upon transfer to another element. That has always been the case, the issue for the NLME was only when it was earned as a NL cdt, rather than as a sea cadet.

    All Medals to be worn

The 7th cadet medal in the CATO would be the Navy League Medal of Excellence. it is possible for a navy league cadet who received the medal to join air cadets and get the Lord Strat, Medal of Bravery, Royal Canadian Legion Medal, Air Force Association, ANAVETS, and the Service medal. a common misconception about the NLME is that it can only be worn as a sea cadet. how cool would that be if someone actually got all those?!

Its actually possible to have 8 cadet medals as a matter of fact. An army cadet who has NLME, LS, Bravery, RCLCME, Service and ANAVETs, can get the Major General Howard award, then switch to air cadets, get a pilot scholarship and get AFA medal.

5 cadet medals, but 6 total because they had the Jubilee medal as well on the left breast.
