<br />
I've been accepted to staff at Bagotville, and in my Offer of Participation, it lists the details as a GTC Instructor. However, I can only arrive to camp on July 1 (instead of June 25); because of this, I miss some (or most..?) of in-service to determine what I'll be doing essentially during the summer. Would this mean that I can only get some sort of supply or miscellaneous staff role? I heard that people who arrive late for in-service generally only get low-ranked, miscellaneous jobs (like security, bank or another small role instead of things like being in charge of a flight, or the opportunity to be a WO2/WO1).<br />

So basically, here's the deal. With some little help of our music officers, I and the other staff cadets from our unit are planning to write a musician reference booklet. Our goal is that cadets are able to get, for example, easy access to band drill info, mace signals, bass drum cues, how to clean an instrument, phone numbers in case they need help in music, and many other random ideas. Of course, it's a reference... we don't want to replace teaching :P So far, we were brainstorming about. But I'm looking for ideas we could include inside, sources for drill pictures and mace signals, tips, melodies, well... anything you think can be useful to see and to know. I'm pretty sure I'll learn as much as them :)<br />
<br />
So... thank you for sharing, it'll make our project more complete, accurate and rewarding<br />

P.D.: Since the cadets website is being modified and files are no more publicly available, if mirror links are available somewhere, somehow... sources?</div>

			<content:encoded><![CDATA[<div>I am pleased to announce that 102 (Barrie Silver Fox) RCACS from Barrie, Ontario has been awarded the trophy for Top Overall Squadron at the 32nd Annual Air Cadet Activity Day held on 12 May 2012 at 16 Wing Borden.  The squadron won the same award in 2011.<br />
<br />
The popular event, hosted by the Canadian Forces School of Aerospace Technology and Engineering (CFSATE), a unit of 16 Wing Borden, gives the opportunity to members of various Air Cadet squadrons around the region to meet cadets from other squadrons and display their skills through friendly competitions. <br />
<br />
This year's ACAD program included events such as military drill; air rifle target shooting; confidence course and sports.  Cadets also had the chance throughout the day to look at various aircraft, engines, flight simulators and other aircraft components that are put on display, while members of CFSATE staff are on hand to answer questions and give demonstrations.  <br />
<br />
Perhaps the highlight of the day was the opportunity to take a familiarization flight in a CH-124 Griffon helicopter courtesy of 400 TacHel Squadron RCAF.<br />
<br />
50 members of the squadron took part in the activities and, in addition to Top Overall Squadron, 102 also won the award for the sports compeition and the Squadron Spirit Award.<br />

But I've also heard things like if the CSTC doesn't have enough staff for a course, they'd pull ppl from the spare list. But then that would have to be after indoctrination (got this word from a look at the Penhold Staff Cadet handbook) and that wouldn't really work.<br />
Can anyone explain to me how it works and if there's any way to up my chances of getting chosen? Thanks :)</div>

<br />
In Powell River, RCSCC Malaspina, 22 Red Knight RCACS, and 2781 BCR DCO RCACC all traveled to Texada Island for a small church service, as we do every year, where we were joined by the crew from HMCS NANAIMO. The ship came to the island and picked up all of the cadets and legion members so that we could do another service at sea. It was very rewarding to remember the battles fought by the original RCN in the company of the modern RCN. After the service, the ship provided us with lunch and then took us back to Powell River. This was my 4th and last Battle of the Atlantic ceremony aboard a HMC ship as a cadet and it was definitely one to remember.</div>

On attaining a qualification in a specialisation the cadet gets 3 points for a 3rd class, 6 for second and 10 for  a 1st class towards a points accumulation system used as part of the pre requisite for 'promotion'. Cadets can do any specialisation at any Rank and chop and change as they wish. <br />

We also have proficiencies and waterbourne qualifications.<br />

1. We did a 66 K journey by no power but human muscle. We went to a beach near a large lake in the middle of Vancouver Island called Scout Beach, and then got canoes out, and in less than one day, paddled 22 kilometers and walked about 11. We ended up in Della Falls. We went back in half the time and somehow still ended up being late. And someone got injured that day too- A private with our current RSM, who were going over a waterfall with a little cable car linked by pulleys somehow managed to get his middle finger stuck in the wheels! He was fine, but ended up getting stitches.<br />
2. We just today (5 May 2012) hosted a Regional Cadet First Aid competition and provided all casualties. <br />
3. A Captain from our corps had me reccommended for the CF Basic Parachutist course (despite the fact that I'll be a year too young to be really considered) so I probably will get my wings within a year or two of the end of my career.<br />
4. Gave me something to live for!</div>

1.	Our effort to evaluate both the Cadet and JCR Programs is essential to learning what is needed to keep the programs relevant, challenging, interesting, safe and fun given the changing needs and views of Cadets, JCR, adult staff, parents and the general public.  It is also necessary to help address core governmental evaluation issues of program relevance and performance.  Reaching out to a large audience of Cadets for feedback also helps with achieving Theme 1 of the Cadet Population Growth Initiative that deals with improving how we capture and utilize youth voice.<br />
<br />
2.	Three program evaluations are being conducted over the coming several weeks.  These include:<br />
<br />
a.	20 Feb and 16 Mar 12 - Youth Programs Evaluation by DND/CF Chief Review Services (CRS);<br />
<br />
b.	24 Feb and 11 Mar 12 - Public Awareness and Perception of the Cadet Program by Ipsos Reid on behalf of DND/CF; and<br />
<br />
c.	15 Mar and 30 Apr 12 - Corps/Squadron Training Critique by D Cdts &amp; JCR Research and Evaluation Section.<br />
<br />
3.	Given the volume of evaluation activity, I believe it is prudent to make members across the organization aware of the complete picture and alleviate any confusion as different evaluation teams start contacting Corps/Squadrons and Patrols to have Cadets, JCRs, adult staff and parents complete surveys.  Concern could be raised about the challenge this much simultaneous evaluation activity might cause at the local level, particularly for the Cadet Program.  On the surface that might seem the case, however, the scope of the challenge is limited.  Beyond being a participant in some surveys, RCSUs, CRPGs, Corps/Squadron and Patrol staffs will need only to help with communications by passing along information and encouraging people to complete the surveys.  Online surveys are limited to 10-20 minutes and once completed, the information is automatically sent electronically to the respective evaluation team.  The overall approach has been structured such that no one Cadet or staff member will be expected to complete all three surveys.<br />
<br />
4.	A snapshot of each evaluation follows.  More detailed information on each survey will be issued under separate cover by the respective evaluation team:<br />
<br />
a.	Youth Programs Evaluation (Every 5 Years).  The Cadet and JCR Programs are currently subject to independent evaluation by DND/CF’s Chief Review Services (CRS). As part of the evaluation, CRS is conducting several Cadet and JCR surveys between 20 Feb and 16 Mar 12.  Surveys are electronic, with paper survey packages available as needed.  Estimated survey length is 20 minutes.  All Corps/Squadrons and JCR Patrols will be asked to randomly select Cadets/JCRs to complete the Cadet or JCR Participant Survey.  The number of survey participants is based on the size of the Corps/Squadron or JCR Patrol.  The ratio is 1 participant per every 30 Cadets in the Corps/Squadron and 1 per every 20 JCRs in the Patrol).  All Corps/Squadron COs and JCR Patrol Leaders will be asked to complete the Corps/Squadron CO Survey/JCR Patrol Leader Survey.  All support staff will be asked to complete the Survey for Staff working in Support of the Cadet Program/JCR Program.  This includes CIC working at Corps/Squadrons and Canadian Rangers assisting at JCR Patrols, but does not include Civilian Instructors, volunteers or adult committee members.  Corps/Squadron COs and JCR Patrol Leaders are requested to coordinate these surveys at the community level and will receive an electronic survey package directly from CRS next week.  D Cdts &amp; JCR OPI is D Cdts 2, Cdr K. Mullaly.<br />
<br />
b.	Public Awareness and Perception of the Cadet Program (Every 5 Years).  This research applies to the Cadet Program only.  D Cdts &amp; JCR, with authorization from Minister of National Defence, is conducting public opinion research on the Cadet Program, similar to the research conducted in 2006.  Ipsos-Reid is the independent agency contracted to conduct the research and will be conducting surveys with Cadets and parents/guardians between 24 Feb and 11 Mar 12.  This includes Cadet Survey and Parents/Guardians of Cadets Survey as well as surveys with other external audiences such as the general public, Canadian youth and parents/guardians of Canadian youth.  75% of the Corps/Squadrons across the country have been targeted to participate and are asked to have as many of their Cadets and Cadets’ parents/guardians as possible complete the surveys.  They are completed online and the estimated length is 15-20 minutes.  D Cdts &amp; JCR staff will be contacting Corps/Squadrons directly by CadetNet email to pass along survey instructions and web link from Ipsos Reid.  It will come in the form of a bilingual letter that would be printed off by the Corps/Squadron and passed to Cadets to carry home to share with their parents/guardians.  From those who respond to the survey, Ipsos Reid will directly contact a small number to participate in an a Online Focus Group.  D Cdts &amp; JCR OPI is D Cdts 3, LCol A. Arseneault.<br />

c.	Corps/Squadron Training Critique (Annually over a 4-Year Cycle).  This research applies to the Cadet Program only.  D Cdts &amp; JCR has developed a National Cadet Training Evaluation and Validation Plan to help continuously improve the training.  The plan calls for each Corps/Squadron to participate in a training critique once over the next four years. This year’s critique is being conducted by the D Cdts &amp; JCR Youth Programs Research and Evaluation Section between 15 Mar and 30 Apr 12.  25% of the Corps/Squadrons targeted to participate this year will be asked to (i) have Cadets at all levels complete a Cadet Critique, (ii) have all staff who deliver training to complete the Staff Critique, (iii) select 1-2 senior Cadets to conduct, under supervision of an adult staff member, a 60-minute Cadet Focus Group with 10-12 Cadets from various training levels, and (iv) to select one Cadet to write a short Cadet Story Submission.  The critiques are completed online and take approximately 15-20 minutes to complete.  D Cdts &amp; JCR staff will contact Corps/Squadrons directly by CadetNet email in March to provide the critique instructions and web link as well as the focus group and story submission instructions.  It will come in the form of a documents attached to an email that could be forwarded or printed off by the Corps/Squadron and passed to Cadets and adult staff. 5.	I ask that all addressees help support these important evaluation activities by communicating about them to your respective units and by encouraging people to participate.  In the case of the Cadet Program, my staff will disseminate this information on CadetNet and through the national Facebook and Twitter accounts.  Queries may be directed to the point of contact provided in each of the survey instructions forthcoming or to <a href="mailto:evaluation@cadets.gc.ca">evaluation@cadets.gc.ca</a>.<br />

1.	Il s’avère essentiel d’évaluer les programmes des cadets et des RJC afin de déterminer ce qu’il s’impose de faire pour que ces programmes demeurent pertinents, stimulants, intéressants, sécuritaires et amusants au fil de l’évolution des besoins et des perspectives des cadets, des RJC, du personnel adulte, des parents et du public en général. Cet examen est également nécessaire dans le cadre de l’évaluation menée à l’échelle du gouvernement visant à assurer la pertinence et l’efficacité des programmes. En obtenant la rétroaction d’un grand nombre de cadets, nous contribuons à la réalisation du thème 1 de l’Initiative sur l’accroissement de la population de cadets, qui consiste à améliorer notre façon d’obtenir l’opinion des jeunes et de tirer parti de cette information.<br />
<br />
2.	Trois évaluations de programme auront lieu au cours des prochaines semaines :<br />
<br />
a.	Du 20 février au 16 mars 2012 – Évaluation des programmes destinés aux jeunes, par le Chef du Service d’examen (CS Ex) du MDN et des FC;<br />
<br />
b.	Du 24 février au 11 mars 2012 – Étude sur la sensibilisation du public et sur sa perception du programme des cadets, par Ipsos Reid, au nom du MDN et des FC;<br />
<br />
c.	Du 15 mars au 30 avril 2012 – Critique de l’instruction offerte par les corps/escadrons, par la section de recherche et d’évaluation du D Cad &amp; RJC.<br />
<br />
3.	En raison du grand nombre d’évaluations, je pense qu’il serait prudent de présenter l’ensemble de la situation à tous les membres de l’organisation afin d’éviter toute confusion lorsque les différentes équipes d’évaluation commenceront à communiquer avec les corps/escadrons et les patrouilles dans le but de solliciter la participation des cadets, des RJC, des membres du personnel adulte et des parents. Certains pourraient s’inquiéter de la charge de travail que pourraient entraîner à l’échelle locale toutes ces évaluations simultanées, en particulier en ce qui concerne le Programme des cadets. Cela peut sembler vrai à prime abord, mais les évaluations n’exigeront en fait que peu de travail. En effet, en tant que participants à certains de ces sondages, les membres du personnel des URSC, des GPRC, des corps/escadrons et des patrouilles n’auront qu’à transmettre l’information et à inviter les gens à remplir les questionnaires de sondage. Les sondages en ligne ne durent pas plus de 10 à 20 minutes et, une fois remplis, les questionnaires sont envoyés automatiquement, par voie électronique, à l’équipe d’évaluation concernée. Il a été fait en sorte qu’aucun cadet ou membre du personnel n’ait à participer aux trois sondages.<br />
<br />
4.	Voici un aperçu de chacune des évaluations prévues. Chaque équipe d’évaluation publiera sous pli séparé des renseignements plus détaillés sur le sondage qu’elle effectue :<br />
<br />
a.	Évaluation des programmes destinés aux jeunes (tous les cinq ans).  Les programmes des cadets et des RJC font actuellement l’objet d’une évaluation indépendante menée par le Chef du Service d’examen (CS Ex) du MDN et des FC. Dans le cadre de cette évaluation, le CS Ex fera plusieurs sondages auprès des cadets et des RJC entre le 20 février et le 16 mars 2012. Ces sondages seront effectués par voie électronique, mais des questionnaires papier seront fournis au besoin. La durée des sondages est estimée à 20 minutes. On demandera à tous les corps/escadrons et aux patrouilles des RJC de choisir au hasard des cadets ou des RJC qui rempliront le Sondage auprès des cadets ou des RJC. Le nombre de participants dépend de la taille du corps/ de l’escadron ou de la patrouille des RJC. Le ratio est de 1 participant pour 30 cadets dans les corps/escadrons et de 1 participant pour 20 RJC dans les patrouilles). Tous les cmdt de corps/escadron et les chefs de patrouille de RJC seront priés de remplir le Sondage auprès des cmdt de corps/escadron / Sondage auprès des chefs de patrouille de RJC. On demandera à tout le personnel de soutien de remplir le Sondage auprès du personnel assurant le soutien du Programme des cadets/ Programme des RJC. Ce sondage s’adresse aux membres du CIC affectés aux corps/escadrons et les Rangers canadiens qui appuient les patrouilles des RJC, mais pas aux instructeurs civils, aux bénévoles et aux membres des comités d’adultes. Les cmdt de corps/escadron et les chefs de patrouille des RJC sont priés d’assurer la coordination de ces sondages à ce niveau. Le CS Ex leur fera parvenir la trousse de sondage directement, par voie électronique, la semaine prochaine. Le BPR du D Cad &amp; est le Capf K. Mullaly, D Cad 2.<br />
<br />
b.	Étude sur la sensibilisation du public et sa perception du Programme des cadets (tous les cinq ans).  Cette recherche porte uniquement sur le Programme des cadets. Le D Cad &amp; RJC, avec l’autorisation du ministre de la Défense nationale, effectue une recherche sur l’opinion publique concernant le Programme des cadets semblable à celle qu’il a faite en 2006. La société Ipsos-Reid est l’agence indépendante qui a été mandatée par contrat pour effectuer la recherche. Elle procédera aux sondages auprès des cadets et des parents/tuteurs entre le 24 février et le 11 mars 2012. Il s’agit du Sondage auprès des cadets et du Sondage auprès des parents/tuteurs des cadets. Des sondages seront également effectués auprès d’autres publics externes tels que la population en général, des jeunes Canadiens et des parents/tuteurs de jeunes Canadiens. Le sondage sera distribué dans 75 p. 100 des corps/escadrons de cadets de toutes les régions du pays. Ceux-ci devront solliciter la participation du plus grand nombre possible de cadets et de parents/tuteurs de cadets. Les sondages sont effectués en ligne et leur durée est estimée à 15 à 20 minutes. Des membres du personnel du D Cad &amp; RJC communiqueront directement avec les corps/escadrons au moyen du système de messagerie de CadetNet pour leur transmettre les instructions relatives au sondage et l’hyperlien d’Ipsos Reid. Les corps/escadrons recevront une lettre bilingue qu’ils devront imprimer et distribuer aux cadets en leur demandant de l’apporter à la maison et de la montrer à leurs parents/tuteurs. L’agence Ipsos Reid communiquera directement avec un petit nombre de répondants au sondage pour leur demander de participer à un groupe de discussion en ligne. Le BPR D Cad &amp; RJC est le Lcol A. Arseneault, D Cad 3.<br />
<br />
c.	Critique de l’instruction offerte par les corps/escadrons (chaque année sur un cycle de quatre ans).  Cette recherche porte uniquement sur le Programme des cadets. Le D Cad &amp; RJC a élaboré un Plan national d’évaluation et de validation de l’instruction des cadets pour assurer l’amélioration continue de l’instruction. Selon ce plan, chaque corps/escadron devra participer à une critique de l’instruction une fois au cours des quatre prochaines années. Cette année, la critique sera effectuée par la section de recherche et d’évaluation des programmes destinés aux jeunes du D Cad &amp; RJC entre le 15 mars et le 30 avril 2012. Cette année, on demandera à 25 p. cent des corps/escadrons de (i) faire remplir une critique du cadet par leurs cadets de tous niveaux, (ii) faire remplir la critique du personnel par tous les membres de leur personnel instructeur, (iii) sélectionner un ou deux cadets supérieurs à qui on demandera de diriger, sous la supervision d’un membre du personnel adulte, un groupe de discussion des cadets de 60 minutes auquel participeront 10 à 12 cadets ayant atteint divers niveaux d’instruction, et (iv) sélectionner un cadet qui sera chargé de rédiger un court article sur les cadets. Les critiques sont remplies en ligne et il faut environ 15 à 20 minutes pour répondre aux questions. En mars, des membres du personnel du D Cad &amp; RJC communiqueront directement avec les corps/escadrons par le système de messagerie de CadetNet afin de leur fournir des instructions relatives à la critique et l’hyperlien connexe, ainsi que des directives concernant le groupe de discussion et l’article à soumettre. Les corps/escadrons recevront un courriel comportant en pièces jointes des documents qu’ils pourront transférer ou imprimer et remettre aux cadets et au personnel adulte. Le BPR du D Cad &amp; RJC est le Lcol A. Arseneault, D Cad 3.<br />

Prime Minister Stephen Harper made the following remarks on the occasion of the unveiling of the Royal Canadian Navy Monument: <br />
<br />
“Thank you very much, Peter, for that kind introduction and thank you also for your ongoing leadership as Minister of National Defence.<br />
<br />
“Speaker Kinsella and fellow parliamentarians, Chaplain Wilcox, General Natynczyk, Vice-Admiral Maddison, Chairman Mills, distinguished guests, designers, veterans, ladies and gentlemen.<br />
<br />
“Canada is a maritime nation, a maritime nation with trade, commerce and interests around the world.<br />
<br />
“Surrounded as we are by three oceans, it can truly be said, that Canada and its economy float on salt water.<br />
<br />
“Such a nation must have a navy.<br />
<br />
“A navy that serves, a navy that protects, a navy that will, if circumstances demand, place its ships and their personnel in situations of imminent danger, for the sake of the country they have sworn to defend.<br />
<br />
“This the Royal Canadian Navy has done for more than one hundred years.<br />
<br />
“So, we are gathered here on the eve of the day set aside to annually honour the Royal Canadian Navy, to dedicate a special place, a monument to this navy in which Canadians have safely placed so much trust for so many years.<br />
<br />
“It is to be named The Royal Canadian Navy Monument.<br />
<br />
“Let us speak then of the unique service of the Canadian sailors and their remarkable story.<br />
<br />
“Perhaps it should not be necessary to remind Canadians of this - that sailors are not like soldiers, any more than soldiers are like aviators. <br />
<br />
“But it is so.<br />
<br />
“Sailors have their own customs, their own traditions.<br />
<br />
“As I have seen for myself, on the many occasions that I have been guest aboard one of our ships, sailors have their own professional language that speaks of their life on the oceans and the seas of the world.<br />
<br />
“The monument that we now dedicate, by its unique design and as explained to us in great detail, speaks to this, to the meaning of naval service on behalf of all the men and women who serve, or who have ever served, in the Royal Canadian Navy. <br />
<br />
“In the Navy’s first century, more than 600 warships have been sent to sea bearing the proud prefix HMCS, ‘His or Her Majesty’s Canadian Ship’.<br />
<br />
“During the First World War, they guarded our coasts. <br />
<br />
“In the Second World War, they fought a campaign, a bitter campaign, against Nazi submarines, the Battle of the Atlantic, in which they suffered terrible losses.<br />
<br />
“But they kept the sea lanes open for the convoys of troops and supplies that would ultimately help bring down the enemy. <br />
<br />
“They were in the English Channel, clearing mines and scrapping with Nazi destroyers.<br />
<br />
“They were at D-Day. <br />
<br />
“They were in the Pacific. <br />
<br />
“In fact, the last Canadian to win the Victoria Cross was a naval pilot, Robert Hampton Grey, killed as he sank a Japanese destroyer days before the end of the war.<br />
<br />
“The Royal Canadian Navy has continued since then to serve off Korea during the conflict there, in peace and security operations the world over, and most recently, in the Persian Gulf during the mission to Afghanistan.<br />
<br />
“Indeed, some members have served in Afghanistan itself.<br />
<br />
“In fact, sadly, it was two years ago today that navy mine expert Petty Officer Second Class Craig Blake was killed in that country.<br />
<br />
“Our navy has taken a lead role in providing humanitarian assistance as well.<br />
<br />
“And even since then, Canadian sailors and ships have gone in harm’s way.<br />
<br />
“As recently as last year, HMCS Charlottetown and HMCS Vancouver formed part of NATO’s Libya engagement the former coming under, and returning, enemy fire, the first Canadian warship to do so since the Korean War.<br />
<br />
“All these things that our sailors have done, in the defence of Canada and in the defence of some of the world’s most vulnerable people, all of these things have been well documented.<br />
<br />
“But still we need memorials, such as this, tangible remembrances that may cause a younger generation to demand of an older one: ‘What is this place? What do these things mean? What did these people do?’<br />
<br />
“And so, while there are other memorials across the nation dedicated to those who lost their lives during various periods of conflict, this monument demands that the Navy’s full story be told and understood, and serve as a reminder to all Canadians that the Navy is always there – over the horizon – today as in the past at the first sign of trouble to say ‘Ready Aye Ready’ in the service of our great country as it says there on the west face of this striking design.<br />
<br />
“And now, a happy occasion, the christening of The Royal Canadian Navy Monument.<br />
<br />
“Miss Elsa Lessard served in the Women’s Royal Canadian Naval Service, as has been mentioned, during the Second World War.<br />
<br />
“Since then, she has been active in the service of veterans, and received a Commendation Award from the Minister of Veteran’s Affairs in 2008.<br />
<br />
“Miss Lessard, would you honour us now, in the traditional manner, by christening The Royal Canadian Navy Monument?”</div>
