Does RMC support Distance Education courses, and price wise? I found it hard to navigate their website and find any good information concerning if and how the military can assist me with getting a degree from home and local universities through part-time learning. I only know of RCIS awarding grants every year to applicants.

I believe a friend of mine has been accepted to the ROTP Program and is doing it at his home university (UPEI). I'm not very familiar with how it is selected though.

That's one thing, But I am wondering in particular if there is a program within RMC or other that one can apply for in order to help subsidize payments for online (distance learning) university courses by the military.

CIC officers are not eligible for tuition assistance because a university degree is not required to be a CIC officer. CIC officers are eligible to take the OPME courses online for free. This can be done without DWAN access and from a home computer. OPME course, some of them, may be used for credit in an undergraduate degree upon approval of the degree granting university. If you have any questions about OPME I can try and help as I recently completed two.

I called OPME and was told enrollment for Summer opens up sometime in February. There are 4 courses offered (can't recall names) and they are differing levels. Most of them are 2nd year university level though. OPME website is kind of useless and unless you have DWAN access, you will need to do registration by paper.
